Quality black leather choking leash with 2 metal rings.
On one side, the leash strap, on the other end, a chrome ring.

Usage :
To create the choke loop, put the end of the leather strap into the metal ring and pass a part of the strap through this ring. This will create a loop of the size you want.
Then simply pull on the leash to get the desired "choking" effect.
